ARTICLE 23: Amendments to the Charter
a) Amendments to this charter can be made with the approval of the General Assembly. Amendment proposals may be made either by decision of the Executive Committee, or in regular General Assembly meetings; they may be added to the meeting agenda based on the vote of more than half of the attending members, upon the written petition of one-fifth of the total number of members.
